They look like transistors for an RF amplifier.

Without part numbers, it's difficult to say.
 
Its a high frekans transistor. Mostly using for high power rf senders. Driving hf antennas.

Maybe.

But, we do not know the size of the thing, there is no scale.

I am guessing that it is a small signal transistor for use in a receiver rather than a transmitter PA stage.

Maybe a MAV-11 - the only device I know of that uses that package :p
