how to identify maximum work frequency for SMD power inductor?

That depends what you want to do with the inductor. There is a 'self resonance' frequency that you don't want to get above. In sign wave mode it is OK to run at self resonance. In square wave mode (PWM) you should be below 1/10 of self resonance.
