As you don't have the slightest point of reference how would you know?. More likely it's referring to CRT TV, or a tesla coil

Line might perhaps be used industrially?, but live is used domestically.

The simplest tool for detecting the Live/Line wire in a domestic mains system is a neon screwdriver. I wouldn't like to use that anywhere near 30kV though
