How to depend on the rmp to control the DC servos motor position.

Hello, Can someone help me out? I want to create a deceiver, which can base on the wheel rpm to control the DC servos motor position. For example: 1000rpm> 10 degree to left, 2000rpm> 20 degree to left, 3000rpm>30 degree, etc. I am just wondering, does anyone know how to do this by monitor the rmp to control the DC servos motor position. Thank you very much.
 

I don't understand the description of the behaviour that you need. Is this for an RC servo or another kind of servo?
 
yes, that is for Rc servo. The easy way to say will be, the RC servo will change the angle linerly by the wheel rpm, Do you have any circuit board plan, which have similar function? Thank you
