i don't know how it is called. i would call that wires across the other circuits 'jumper'. but Homework requires to straighten it out with the minimum wires.
The AD converter seems simple but i can't find the way to reduce the number of wires.
Can we use a resistor to cross over a wire like we can on a PCB ? If so move the 2 lines of resistors right a bit and the jumper count will be reduced by 8.
