If you wanted to bring down temp on a transistor without decreasing the load would you increase the base transistors wattage to reduce the current or increase the resistance ?

If it's fully saturated increasing the base current won't make any difference, it'll make it worse.

The best way to reduce the temperature is to use a larger heat sink.
