Help on an infrared circuit

I have this circuit and and changed some parts as mention on the circuit.

R1,R2: 5M6 RESISTOR
R3,R5: 3k3 RESISTOR
R4: 120k RESISTOR
R6: 220R RESISTOR
R7: 47k RESISTOR
R8: 120R RESISTOR
R9: 10k RESISTOR
R10: 2K2 RESISTOR
R11: 100R RESISTOR 1 W
C1,C3,C4: 22n polyester CAP
C2: 100u electrolytic 25V
C5: 100u electrolytic 25V
Q1 BC107 alternatives, BC107A, 2N2222, 2N2222A
Q2 BC109C alternatives, BC109, BC549 (Bought BC109B)
D1: 1N4148 DIODE
D2: Red LED
IC1,IC2 CA3140E opamp
IR1: SFH2030: (Bought other IR Receiver)
IR2,3: TIL38 or similar. (I bough an other IR transmiter)

The red led is staying all the time on and infrared is being transmited all the tiem can you help me please.
