Help needed identifying these components

Help Pic.jpgPlease can someone help me identify the components in the below picture. They are across the incomming line of a Panasonic KX-TG6561BX
 
I'm not sure it is actually a spark gap device, more likely to be a semiconductor bidirectional-breakdown device. Similar operation, ie high resistance but will break down and conduct in either direction when voltage exceeds a certain limit.
 
If I was to take these component out and put bridges in and make a separate surge protection externally will this work?
