I have never seen a motor speed control circuit without voltage and current spec's. What are yours?

If you want to control the torque, you need to me able to measure the torque, or something which is proportional to the torque.
How do you propose doing that?

Perhaps you actualy want to control the current to the motor, which will allow more or less 'torque'. Or is it the speed you need to control ?

Umm, what exactly do you want to use the motor for ?
