Help! (Led display digital Voltmeter)

I'm testing the circuit I got from this site: Led display digital Voltmeter

But when I turn it on (with no input voltage) all it displays is '-1666', and then after about 10sec it goes to '-000' or ' 000'. Putting in an input voltage and adjusting the pot makes no difference, it just keeps displaying ' 000'. What could I have done wrong?
 
Many projects on that site have many errors. Make the circuit in the datasheet for the IC instead.
