gps car tracker how to ?

I need to realize a gps-gsm car tracker .
I wonder if it could sell ..
Anyway I found some related informations on the net.
Obscure points are:
1-What do I need to program ( pic, eproms...I m not familiar with this..)
2-Can I homebrew it all and expecially the antenna , by using some OEM cards as for the gps and gsm modules ?
3-Else?like where do I find someone to join this project ?

Do you already have the gps-gsm modules? And are you wanting to track car to car?

I found out motorola sl oncore is used or was for such kind of projects.
Motorola has a new gps all in one chip for this..wonder if it is expensive.
M12 oncore is the latest gps board though..don't know the price either..
As for the "old" motorola sl oncore oyu should find them for 15 $ or maybe more ( 25%)..
then I saw people are using some sort of electronic circuit to connect the gps module to the gsm..
I would be glad if this worked for scooters as well..+
CAR TO CAr TRACKING?
Yes I mean a do it yourself alarm / path monitor that sends a sms to your cellular phone, so you could track your car from another car..
