Frequency Devider cct

Hi All,

I am looking for a cct that can be used to devide a incomming, Digital on/off signal by 2, 20 or 200.
The signal is comming from a PC fan speed sensor signal that is on twice per rotation, and I what the output to drive an 3-4 LEDs. I have a

The end result of the cct is to make the fan appare as tho it is still, even tho it is running at anywhere between 1500-5000rpm

Any help would be appricated

Use decade counters like CD4017 for getting the divided freqncy o/p of 1,2,3 upto 10. Using cascaded 4017s you can get more divisions.
