Is this a regulation-size hamster or a dwarf variety? Mesocricetus scamperfastus, Mesocricetus wontruninthewheelus, Mesocricetus electrogeneratori, what kind do you have?

I think a hamster is a very high impedance current source. The voltage will drop like a rock when you try to draw any current and the hamster will drop in his tracks.
Then he will go on strike and refuse to do any work.

I think so, too. Without treating it like a high impedance source, the hamster probably won't want to run in the wheel. Trials are needed with various-sized load resistors. A data logger would be handy, a simple multimeter with a USB interface would work -
