They fail to light when a filament is burned out but the tube is usually black at the ends when that occurs.
The filaments are what fails and they waste a lot of power.
3v0 said:In the US and perhaps Canada (not sure) you only see starters in very cheap fixtures or aquarium hoods. I am not sure how long this has been the case but I am thinking 20 or 30 years.
