To improve PA efficiency at reduced power levels. It is a switching regulator that reduces Vcc on PA as power setting is reduced.
At power levels below about 15 dbm the current in the PA flattens out at about 80-100 mA. Reducing the Vcc with a switcher reduces the battery current drain.
