Does PCB thickness equal the sum of all layers' thicknesses?

Say that there's a 2-layer PCB, and the thickness of each layer is 1Oz.
Does it mean that the PCB's thickness is 2Oz?

Thanks.
 
The 1Oz refers to the copper thickness of the traces, not the board thickness.

The given board thickness includes all layers of copper and substrate material.
