Hello guyz and girls i am interested in building a project that will count incoming pulses and compare the value with values from a table to give a output on a lcd screen of the result of the comparison i am thinking pc and serial lcd any ideas/sugestions?

You could use a PIC Micro to drive a 2x16 LCD check microchip.com in the app note section you will find a couple of examples
