de icing cables

Does anyone know if constant wattage heat trace cables are shorted on the end?
The self regulating cables are not.
 
No, they are not, as far as I know.

The two main conductors are power throughout the length of the cable.
The "self regulating" part is sections of a high temperature coefficient material between them.

The end should be capped or sealed for insulation, but not shorted.
