:?: I'm pretty sure of the answer, but here goes it anyway. On the armetuer of the motor is there suppose to be A circuit between the area where the brushes touch the armetuer and the actual shaft. when the brushes touch the armetuer it grounds the shaft to the motor case, shaft, ETC.

No, there is not supposed to be a circuit. The armature windings should be isolated from ground.
