Couerld not stop Cortex-M device! Please check the JTAG cable error

hi everyone
I'm using stm32F103RBT6 and st-link v2 programmer and keil 5.
when i want to program micro i have Could not stop Cortex-M device! Please check the JTAG cable error.
in my board I did not have this error and I programmed micro without any problems. this error suddenly appeared and never solved.
in my debug setting it finds micro as the photo attached.

i tried this steps but still i have same error :
checked connection between micro and programmer and it was OK.
checked micro power and it was correct. it was 3.36v.
tried connect under reset and normal but it was the same error for both.
reduced clock in debug tab to 1Mhz.
i though my micro was broken and changed micro with the same new one but i still have same error.

i dont know why this error came. i have another board like this board and it is programming successfully but this board has this error.

can anyone help me?
