You can find out if the motor uses the cap to start or run pretty easily. Since there is a belt, pop off the belt, spin the motor in the direction you want, and apply power. If it runs, it is a start cap. My guess is that it is a start cap. Keep your hands clear if you try this!

edit - StaCap is just the makers name, Standard Capacitor. Not much info on their website though, they call them "run capacitors" but they call all the capacitors they make "run capacitors" www.stacap.cz
