Capacitive fuel level sensor

Hi,
I am going to construct a capacitive fuel level sensor and I'm going to use little metal pipe and stick,does anybody tried to do something like this? and if you could share or recommend some schematics or list of elements I would be very greatful.

What is the fuel? What are the pipe and stick for?

thanks for help, in place of two plates I'm going to use pipe and stick (like in the picture) View attachment 63622 it will be petrol level sensor.
