CAN U gIvE ME help me on ManChestER EnCOder and dEcoDER

HI EVERYBODY, i am making my Msc project of optical fiber communication i am using evaluation kit HFBR-400,which includes a transmitter no. HFBR-1402, A RECEIVER HFBR 2402, AND A OPTIC FIBER CABLE. now the main problem is i need to design a manchester encoder which convert the non return to zero data(NRZ) in to return to zero data(RZ). and that RZ data i need to transmit along the cable to receiver....i am using the tranmission freq. of 2.4 Mhz to 10 Mhz. so if you can give me the idea of how to design a manchester encoder and decoder then that will be a great help.. plz send me the circuit diagram for that....
