this is a psu for a BITMINER , no voltage whatsoever on the out put. i did find 445vdc across the cap ( see pic) and 13.4vdc near the toroid in middle of pcb ( see pic) the small pcb which is connected at right angles to the main pcb has a green led , when the unit is first turned on the green led flashes quickly a few times then it flashes steady, psu fan comes on.. any thing else i can check ?

it looks like you have two supplies, and it's the primary, high current (12V/180A) supply that is crapped out... it also looks like they purposely made the supply difficult to work on by covering the whole board with plastic goo or glue...
