is it possible for a bad quality rechargable battery to create voltage spikes which can be double the initial voltage of a fully charged battery and damage
a sensitive device?

no. The battery may have been incerted backwards. (negative spike)

More likely he was using woolen mittens while combing his hair and changing batteries at the same time.

well...you never know! so i had to ask.. i don't know every detail on the principle of operation of a battery

You may have missed my humor. Nothing in battery chemistry will generate static damage, which is what most likely happened.

If the leads are long and highly inductive, it's possible for spikes to be generated under transient conditions.

As Hero said, highly inductive consumers can have a very large current when in transient state than when in steady state, even when its operated by a DC source.
