How do you Measure battery mah (mila amp hours) or amps with an amp meter every time i put the probes on it it shows 0
 
mAh is calculated, not measured. it is how long the charge of a battery will last when it is loaded so that the charge lasts 10 hours or 20 hours.

If you connect an Amp meter across a battery then it shorts the battery. An Amp meter is supposed to be connected in series with the battery and its load.

An 800mAh battery will supply 80mA for 10 hours. it might supply 400mA for 3 or 4 hours. It might supply 800mA for half an hour.
 
if you put your amp meter across the battery terminals when set to amps you blew your multimeter fuse also. You must measure amps in series with a load.
 
Depends on what chemistry. Each type has its own characteristics. Some you can tell by terminal voltage, some by temperature rise, others only by integrating the current into them.
 
The only type of rechargeable battery that you can get a reasonable indication of charge condition by measuring the battery voltage is a lead-acid battery. That doesn't work for lithium or NiMH/NiCd batteries.
