Are these dev boards any good?

You can make your own development board if you want. Here is one I have made.

Thanks for responding, do you know if the mikroE board is compatible with MPLAB's IDE? I'm taking a course and they are having us use the MPLAB IDE.
There no real mplab boards but what come's from Microchip you can look at them here **broken link removed**

But you can make code in mplab test it with the sim and use your board programmer to flash the hex to your chip
