Is there a program that can covert the HEX files back into assembly code?

Sure for what CPU? You can open a hex file in MPLAB and it will show you a disassembly listing.

I found some hex code snippets but I don't have source code so I'm if wondering it can be converted into assembly. It's mainly for 16Fxxx series PICs.

Yes try this.Tell if you get any unseen SFR with this disassembler.
