I can almost guarantee there's nothing even close to what you want available as a single unit...

your best bet is to use a microcontroller to interface with bluetooth, and have that drive a relay to actuate the valve.

just have to figure out a way to interface with bluetooth; i bet there are some bluetooth modules commercially available that you could use.
 
Thank you for your reply. I haven't been checking the site for a while, gave up thinking nobody would reply after a few days. I am still trying to find a way around this problem but getting more and more confused with suggestions. I am currently reading some bluetooth technical articles to work out the HCI side of the problem.
