When a device is said to operate at 315MHz do they really mean somewhere between 300 and 350MHz?

What product is this? A radio? or a processor? An antenna?

Check the datasheet. It will be far more specific if you're meant to have leeway.

It refers to the band in use, the usual cheap modules vary in actual frequency considerably, but aren't narrow band enough to care.

Why does it matter?, as long as the label is correct for your country?.
