9v pp3 battery question

Im unsure of the current requirements........ the circuit is quite simple, it will just be an encoder chip with an infra red led attached for transmission

A 78L05 should be fine, but ensure that you have a good size electrolytic on the supply to the LED - these are often pulsed at high currents (often over an amp), and rely on a good short term power source - if the capacitor is too small the 78L05 could current limit.
