I would be more inclined to think that the guy took the actuator off the dish to use it for something else and the old dish just happened to come to rest pointing in the general direction of the OP's house.
The rest was just the OP's paranoia and imagination.
Well I know of an incident where someones paranoia made him put together a listening device to listen to another guy on the next boat to him.
And technically it was quite good, from someone with limited intelligence, surprising what it can make people do.
