4029 and 4511, 2 digit up down counter

I have attached an image of the circuit below.

It is a up/down counter that counts from 0 to 99.

It works perfectly when counting down, but when counting up, it goes ..., 39, 30, 41, 42 ...

Any suggestions on how I could fix this.

You need to tie the Carry In and both Parallel Load/Enable pins to 0V. And don't leave the Jam Inputs floating.
