4 Input Voting Display

hello, I need help in a project the simplest way it can be explained is like this: say there are ten share stock and four people own them. Person A owns 1, person B owns 2, person C owns 3, person D owns 4. Each stock allows them to vote once, so person D votes 4 times. Using four 74151 multiplexers to make the circuit that will convert the inputs into bcd for 7447. So if there are 3 votes saying yes a "3" appears on seven segment display. If they all vote no then its blank if all vote yes then its a 0. Thanks!
