3PEAK LMV393 Fake/Out of spec part?

Just checking if I'm missed something regarding this part which looks like it's out of spec or not working at all.


The relevant bits, the datasheet says it has a 3.5mV input offset (max) and a -0.2 to +0.2v common input range.

With a 5v vdd, 140mV reference and a low frequency signal which clearly rises and falls below this always receive a pull down at the output.

Apologies I thought I edited it to include that, there's a 10k pull-up. I double checked it was ok when I last swapped out one of the LMV's.
