video monitor store and forward

I have to build low cost video store and forward devise. I am worried about the compression? I want to implement it on a gsm module. I’m not sure how to proceed. I definitely don’t want to do the compression myself? Are there units with dedicated camera hardware and software? And if so what is that technology?
