Transistor that conducts when 0v is present??? or something similar

Hi, hello and good evening....

My first post.

I've built a low voltage cut off circuit that seems to work well, and I want add a simple flashing led circuit that activates once cut off has accurred.

I was thinking is there a Transistor that will conduct if 0v is present.

Can anyone help?

A JFET like the J174 will conduct when V is below Vgs, which is 5-10 volts for that particular device.
