Back more than 30 years ago I did a circuit that counted like you want. It used a gated clock circuit that clocked a 4017 counter. When the button was pushed it reset the 4017on which output number 5 went to the clock disable. Output 5 went low which enabled the clock. After 5 pulses from the clock the output 5 pin on the 4017 went high again which disabled the clock until the button was pushed again. the pulses from the clock also fed a counter like the 7490.
 
first you have to make a counter that can go upto 0-100,because 7490 is only 4bit, then taking the out and give to input of another counter that is having a set function, from clock you have to use another out put to give you a pulse after every 5 counts, so this will act as the set pulse of the second counter. so the incerement of teh second counter will only occur every 5th clock and will show an increment by 5 each time, if you dont get what i say, can post a diagram later
