You can get a solar LED garden light for the light source, and connect a very lightweight mirror to a continuous-sweep battery clock, possibly running from the same battery as the LED.

I have a garden ornament thingy which has a led and a rotating mirror, the mirror is rotated by what looks like a clock movement, only much faster, you might be able to get the movements off ebay, or how about a cheapo mirror ball rotator.
Interestingly, while I live as far from the sea as it's possible in the UK, we have a local lighthouse
