Sounds like you might need a look-up table to handle the ratio, and averaging to handle the instability.
 
how does R10 , C10 integrator work ?
it's output is 2.5 volt
so i can replace it with voltage divider ?

what the difference between AC coupling/decoupling reactance ?
For a capacitor, reactance is the cap impedance as given by X=1/(2.pi.f). In the schematic linked to, C1/2/3 are decoupling cap examples and C9 is a coupling cap.
is ac decoupling connected to ground ?
Usually.
how c6 charge and discharge ? and where ?
Charge and discharge is via connected components, e.g. C9, L1, Cx etc, and internal leakage.
what its initial charge ?
Probably close to zero Coulombs when the power supply is absent.
