I would use one of these as the readout. Put the sender in a Wheatstone bridge circuit that scales the output voltage from the sender to 0.00V empty to 10.0V full.

Not really. As with any digital readout, the system can be poised to toggle between two adjacent steps, like 59% and 62%. A bit of slosh or noise, and the display will look like 88 instead of 59 or 62!The 1/2" increments would act as a slosh filter.....
