i have a circuit board with about 6 of these on it
i suspect 2 is bad
can i replace these with something else or by pass them
the number on them is 104m5e
all but 2 show 13.00 when read with ohm meter in the 20k position
the 2 suspects show nothing

Capacitors should read open circuit when measured with an ohm meter unless of course there are resistors connected in paralell with them; did you check for these?
I would suggest it's VERY unlikely the capacitors are faulty, more likely the reading is through other parts of the circuit - also, 104 is 0.1uF, and not 1uF.
