It's from a 12V Proxxon rotary tool -- the short pin is to prevent reverse polarity when plugging into power supply.It looks like the EU type E to the rectangular IEC connector for grid AC not 12V

The kit I ordered does not have the (deluxe) p.s. whose image you've posted -- I want to build a speed controller to allow speeds slower than 5000 rpm and want to plug the tool into that.Is there some reason you need to know?
