I don't think there is one based on a breadboard. The ones that are can cost quite a bit.
PSPICE student version is a free one with limitations...but it's not very visual. I think it'd be cheaper and more effective to just use a real breadboard.
No amount of simulation can really be called testing the circuit- you have to actually build the circuit to test it. Don't expect to have a successful simulation and then just go out and put the PCB together and have it work right away...I've never had that happen.
