Trying to use a L9110s motor driver chip

I have this L9110S DC Motor Drive Module (https://www.amazon.com/dp/B0D17PJ2MS?ref=ppx_yo2ov_dt_b_fed_asin_title)
that has 2 L9110s motor drive chips on it.

I am trying to drive a little top motor and control this from an Arduino nano. I have the arduino drive 2 outputs, one high and one low, with these connected to IA1, IB1 and the motor connected to OA1,OB1. Nothing happens, however if I connect a ground to either IA1 or IB1 the motor will turn on. Very odd...

Anyone have experience using this device?

What voltages are you using?
Do you have the Arduino ground connected to the driver module ground?

With the outputs permanently set high & low, what voltage do you get on the module inputs?
