Transistor failure

i m designing a ballast for two fluorecent lamp 36W.using MJE13007,
LUX,I/P Current,wattage,power factor everthing is prefect but not reliable.after 1 hour semicoundector smoke. give me better sugession.

I suggest that you attach your circuit so we can help. It is impossible to make sensible comments without a circuit.
