Torch with charger

Hi guys I came across a led torch with cap charger with it.
Could not post it's schematic.
Is this dangerous?

If there is a possibility of touching any live parts of the circuit, yes it is potentially dangerous.

If the body of the torch is properly engineers so that it is not possible to touch any part of the electrical circuit, then it is quite safe.

Cannot do it. Maybe something is wrong on my tablet cause browse button does not open my tablet folder path.
