Simple bi-polar PS from car battery

Anyone know how to make a +12/GND/-12 power supply from the car's 12v battery ?

I need less than a half amp output !

The basic battery range would be - from low during an electric start or with the battery run down, to 15V while charging from the alternator.

I don't know how bad the noise and spikes would be, but any component rated for "automotive" use is supposed to stand a minimum of 60V from what I remember.
It should only be short transients & switching spikes, most nowhere near that, so a simple filter should keep it down to reasonable levels
