A shunt is just a specific use of a resistor, not a different kind of resistor. The classic example of a shunt is in an ammeter, where the resistor shunts some of the current around the meter.
The ideal shunt resistor has a neutral temperature coefficient. IOW, it should not increase its resistance due to heating from the current flowing through it.
The larger current shunt resistors are physically quite large for their rather small resistance, for the above reason.
