Pull up / down resistors

I'm using a TI rail to rail op amp, TLC2274, and the input is a voltage input or not, floated as it turns out, and it turns out the the out put stays the same as if the input was still on, so to cure this, I have added some pull down resistors, which seems to work.
Is this usual and something I should have known?

hi Jeff,
The TLC2274 is a CMOS device, very high input impedance, dont let the input float. use a 1meg or higher as pull down to 0V.
